What kind of performance can I expect from this build?

Hello, I have just purchased this build and would like some second opinions on the quality here. The specs are:
CPU - AMD FX 6300
MOBO - MSI 970A-G46
RAM - HyperX Fury 8GB (1600)
GFX - R9 280 (Sapphire OC)
PSU - Ultra LSP 650w
Case - Antec GX500
CPU Cooler - Cooler Master Hyper 212 Evo
HDD - WD Blue 1TB 7200rpm

Also, what kind of overclocking could this build handle?

Will I even be able to overclock at all with the current PSU?

with your current PSU at the very bottom of the PSU tier list, i wouldn't risk it. i know it's listed alphabetically, but still...

CPU: 56.6% AMD FX-6300
GPU: 53.5% AMD R9 280
HDD: 86.8% WD Blue 1TB (2012)

"53.5% is an average 3D score. This GPU can handle the majority of recent games but it may struggle with high resolutions and ultra detail levels."

A good OC for your CPU is 4.8 GHz and over. You should be able to get over 4.0 GHz with your setup, I certainly don't see any harm in trying. If it's not stable then you can consider replacing the PSU.

Also, if I were you, I would consider adding an SSD, that will improve your overall PC experience significantly.

Apparently your board may be particularly bad for overclocking, so I am not sure if I would bother (esp considering that your power supply is also pretty weak):
