I am not a massive game player and not bothered about the latest triple A £10k PC required games, but am wondering what "low profile" graphics cards are available that will fit my computer.
Looking for at least a 2GB card, ideally with 1 x HDMI and 1 x DP. One HDMI port is essential as I currently do not have one. The computer has 2 x DP. I run two monitors currently with DP cables and a projector which is HDMI with HDMI to DP convertor, I would rather have this running HDMI to HDMI.
Will be looking for a second hand card ideally, so cards that are available on ebay or elsewhere please. Does not matter if it is an older carder as really just looking for the HDMI port and a bit of GPU memory.

Under £100 please.
GPU slot is PCIe 3.0

I have a HP Prodesk 600 G4 SFF with a
970 Evo Plus NVMe boot drive,
870 Evo SSD second drive.
32GB DDR4-2333 udimm (upgradeable to 64GB)
Going to purchase either an i7-8700 or 9700 CPU - should i get the 9700?

Yes, there are many more. It depends on whether you would also like to play some of the games released between past 10 years or so, or just want a card with an HDMI output ? It also depends on your budget.

The GT 1030 can also mange gaming on Low/mid settings though. Some more options. There are even more options as well:

GTX 1650. This would be the best option.

Edit:

The guy above me has already recommended you the same card !

Even the GTX 750 Ti also several LP card options:

We also have the GTX 1050:

Want something NEW and more powerful/costly ?

PowerColor’s RX 5600 XT ITX might seem like it doesn’t fit into this low-profile category based on its specifications, but it does.

At 175mm in length, 110mm in height, and 40mm in width, it should fit into most, if not all, ITX cases. The power draw is also much higher than some of the other picks here, but the performance is on another level.

If you want a GPU to handle basic tasks but also want to do some gaming now and then, this ITX RX 5600 XT is the way to go. With clock speeds boosting up to 1650 MHz, you can easily game at 1080p@60FPS. You might even go higher than that in competitive titles.

Of course, it also comes with a heftier price tag. This card can cost you anywhere between $250 and $300 IMO. Keep that in mind.
