For the $1000 limit, you're looking at the 13in Macbook Air as your best option for a new laptop.
If you can go a couple of hundred over the $1000 limit, it'll get you in to a Macbook Pro 13in. More powerful CPU, better storage options. But not as much ram right off and not as good wifi, not as good battery life and the graphics are last gen compared to the current gen of the Air.
If you can, hold off till next month. The Macbook Pro lineup is due for a refresh to current generation specs and rumors point to the end of this month. That will bring up the CPU to at least skylake if not kabylake CPU, so better all around performance and likely an increase to base RAM size.
