What makes a PC fast & responsive?

Load Chrome or Firefox in a blink of an eye.
Load Webpages & New Tabs in the blink of an eye.
Load Adobe PsCS6 in the blink of an eye.
etc. etc. etc.

$300 PCIe Intel 750 SSD...? Would that do it?
High Frequency RAM.....?
High Ghz CPU like maybe the i7-4790k ?

It's the hard drive, isn't it..? That's the #1 thing that would make a Desktop that responsive.. right?
Then #2 would probably be the CPU, and how fast the Ghz is?

First Run, nothing in RAM, what would make Applications and Software load and function very quickly?

I'm looking for a response on this post.
 
A fast CPU would do just that. A 4790k is a good example, but an something like a 4690k or 6600k will also do just that.

The hard drive isn't the cause, you can buy an SSD to improve load times. But with a fast CPU and just a regular harddrive and a clean windows install programs like chrome should start instantly.

As for opening chrome instantly the RAM speeds don't really matter. Since my old Q6600 and DDR2 sticks @800MHz do (almost) just that
 
For the fastest loading of programs would i say get an ssd.

For fast loading of tabs in you browser get a good and fast internet connection,These can only load so fast so an i3 4170 will load them as quicly as an i7 4790K or as an AMD 860K.
