Basically your board will have a native frequency. These are your 2133, 2400, 2667, and 2933. This means it can run RAM at those speeds without any significant changes.
OC means you have to overclock in order to achieve those speeds - so basically for 3000 and 3200 you'll need to enable an XMP profile to overclock and therefore run at the highest speeds.

A general example:
2400 = Can run this speed "out of the box"
2667 = Can run this speed "out of the box"
3000 (OC) = Needs to OC, and enabled XMP to run
3200 (OC) = Needs to OC, and enabled XMP to run

Nearly all boards require XMP / OC to run the highest speeds.

What frequency is suggested in a gaming pc with this board?
 
Totally dependant on what you require and what the rest of the components are. There's no definitive answer as different games use RAM in different ways.
Additionally, you've linked a Ryzen board, and Ryzen operate better with higher RAM speeds - so in the case for a Ryzen, I would generally say 3200.

But going to 3200, won't necessarily give you a big impact on every game you run, some games it will give you a small % improvement, in others, none at all for example.
