Looking at building a 11th gen system with 32 gig of ram should I run 4x8 gig modules or 2 x 16 gig

Assuming that your motherboard has 32GB RAM max, it's the same as you can't add more RAM in the future.

2 x 16GB setup might use a bit less power than 4 x 8GB while doing the same thing.

Both configurations (four memory ranks) offer the same level of performance. With that said, a 2x16GB configuration is typically less expensive than a 4x8GB configuration.
