I'm working on my friend's laptop, so I can't use my traditional method (Reinstalling the OS). So, here's what it's doing. It boots to the splash screen, then it sits there forever. So... that's the best detail I can give... :3 So what do you guys think?

Yes, some type of windows file has an error. Search the brand and OS on the internet for system recovery and it'll be a key you push about the time the bios is coming up to go into the recovery manager. It isn't done in Windows, it's done before Windows starts up.
Most prebuilt systems for quite a few years have had a recovery partition built in. Check online for the brand and operating system for "system recovery" and it will be f10 or f11 or similar on startup to enter it. Try first to let it repair Windows or do a regular recovery keeping personal files. If that doesn't work there should be a choice for a "destructive recovery" which will wipe and reinstall windows, but personal files will be lost.
