Well, you'll still have a hard time meeting the 144hz on demanding games at 1440p and 4K with two 390s, but I would say that if 60hz is good enough for you (personally it is good enough for me) then an IPS monitor has way better colors than TN; I have 4 TN and one PLS and the PLS still blows away the TN monitors. I have this 2560x1440p monitor and it has extremely good colors https://pcpartpicker.com/part/asus-monitor-pb278q and is $400. If you don't mind the more washed out...

Well if you are just gaming you don't need 32GB of RAM, unless you're planning to put games on RAMDISK, but that won't help much except loading times. For just gaming 8GB is ok, and if you're like me and you multi-task a lot while gaming then 16GB is good enough. I assume you have a good PSU to run CF 390s? Anyway, as far as the monitor question, what is important to you, high refresh? resolution? screen size?

Well I'll prob just go 16 gb and yeah I have a 1000 watt psu um I want 1440 to 4K idk if I want 60 or 144 htz and ips over tn most def and this is obviously a frickin beast of a pc so it can handle games in 4K by far but 1440 seems to be a sweet spot

If you don't mind the more washed out colors of a TN panel there is this BenQ one that has AMD Freesync at 2560x1440p for $500 https://pcpartpicker.com/part/benq-monitor-xl2730z, If you want 3840x2160 with freesync there's this one for $569 which would be a bit over your budget https://pcpartpicker.com/part/lg-monitor-27mu67.

Pretty good fps, just keep in mind that not all games work with crossfire (or SLI for that matter); it should be just a bit less than 390X crossfire at 1440p http://www.ocaholic.ch/modules/smartsection/item.php?itemid=1638&page=2 ; which is to say you should hit 60 FPS in most games as long as you don't go crazy on AA settings, which at 1440p you shouldn't need as much AA with the higher resolution anyway. If you want higher fps for those games where the 390s can handle it then you'll need a higher refresh monitor to get the full benefit http://www.tomshardware.com/forum/382560-33-60fps-60hz-monitor. Personally I have several 144hz monitors and I can't personally tell the difference between 60hz and 144hz refresh or between 60FPS and 120FPS for that matter. I do notice a difference between 30FPS and 60FPS though.
