So I have an old msi 870g45 that I got from a friend back in 2013.

Im starting to think it might die soon and I also want to use the fx series, so I'm looking for a am3+ mobo.

Currently I have a phenom ii x2 560 BE, gtx 460 768mb, 12gb ddr3 ram and an old and dusty Basiq 500w BP500U. So I'm looking to upgrade and my budget is 500 USD.

FWIW, the GTX460 is comparable in capability with the integrated graphics that comes with skylake.
One could go initially with integrated graphics.
Then the old parts can be sold to generate added funds for a stronger discrete graphics card.

The current psu should be good for a fair upgrade.
If it can handle a GTX460, it should be able to handle a stronger, more power efficient modern card like a GTX960

Stronger graphics cards will need a better psu.
Since you will be upgrading both the cpu and the motherboard, I would not buy into the ageing am3+ motherboards and FX series today.
For multithreaded apps FX is a good budget cpu.
For gaming, Intel core speed is superior.
A good upgrade that hopefully uses your ddr3 ram might be a intel i3-4170 for $120 and most any lga1150 motherboard, $100 or so would be a good budget.

A $500 budget will buy you a i5-6600K, a Z170 motherboard, and 16gb of ddr4 ram. That is as good as it gets for gaming today.

He needs a new gpu too. That gtx 460 isn't going to get him very far. But yes, intel is superior.
