What motherboard or power supply should I use to overclock my CPU and GPU to the max?

I have an i7 6700k CPU and MSI Gaming X 1080 Ti GPU. Aside from the silicon lottery, what Z170 or Z270 motherboard should I buy that could help me achieve my goal of overclocking my CPU and GPU to the maximum possible overclock speed, maybe 4.8 ghz on my CPU and 2.1 ghz on my GPU? I am looking for any qualifying motherboard that is at or below $200 USD.
The power supply that I currently have is the Raidmax Vampire 700W 80+ Gold Certified PSU. Is this power supply adequate enough for max overclocking? If not, then what power supply should I buy than is around $100 USD? I am not aware of what makes a power supply good enough for max overclocking.

As long as you are not going to add another 1080Ti, that power supply is more than enough. And I would probably go with a Z170 as I don't see the point in getting a 7700K right now. I would go with the Asus MAXIMUS VIII HERO ATX as it offers so much, with so much ease.

Are you sure that my power supply is ok? I mean, I am not aware of what makes a power supply qualify for overclocking my CPU and GPU to the maximum clock speed possible. If it is at least 80+ Gold Certified and has enough Watts, then I assume that these are the only qualifying factors, correct??

There are other factors, but after do some research on this particular PSU, it is fine. Honestly though, if you are playing in 1080p, I don't see the point of overclocking.

Also, you will need a 6-pin and 8-pin. And just so you are aware, the recommend wattage is 600w, so you are good there.

I want to use higher clock speeds because I am playing at 1440p and 144hz on my monitor. I found some negative online reviews of my PSU, so it made me concerned.

it is 70 bucks over budget.
