What Motherboard should I buy with this RAM

So my RAM is a Corsair DDR3 4GB (2x2)Kit 1600MHz XMS3 it says it fits with every motherboard but is this really the case? And if not what cheap Motherboard should I use other than MSI

You could have your pick of any of the new AMD or Intel based boards. 1600MHz is the sweet spot for memory now.

its smarter to ask about the entire rig rather than just the ram and board because this ram may work fine on a amd rig but not so well on intel

yes, the ram will run with every ddr3 board

Should work with most all of the newer mobo, tere are some only rated to 1333 sticks, but yours can also run at 1333 fine
