What motherboard should I get for...

I don't know what motherboard to get because I don't know a lot on motherboards, but I do know what I need on a motherboard.

A motherboard for
Able to support 4 core processor (would be also nice to know if the motherboard supports 8 core for future upgrading)

Support 16gb of ram

1 or 2 PCI E slots

Be able to install a water block (would be great if the motherboard is specially made for water cooling)

I know it might be easy to find one but I don't know what most of the information means on motherboards and i want to find the cheapest one I can get.

The best motherboard for an AMD FX 4 core and 8 core would be the Gigabyte GA 78LMT-USB3 and its only $65, and it supports up to 32 GB of RAM, and might have a waterblock for it.

Oh if it's that cheap is there one for 2 PCI E slots?

It has one x1 PCIE and 1 x16 2.0 Slot, no SATA III, but as its backwards compatible, it shouldn't be an issue.
