I'm looking for the cheapest ASUS, MSI, or Gigabyte motherboard that has 4 channels for ram, and support RBG lights. Looking specifically for Intel motherboard. And only need room for 1-2 PCIe. And this needs to be on Amazon and available with Amazon Prime. This is a budget build for a contest against my friends in case anyone wanted to know. Thanks to anyone who helps!

For quad channel ram you will need a HEDT system. That means expensive motherboard and expensive CPU like Intel Skylake-x/Kaby lake-x or AMD threadripper. There is no budget build with this as motherboards alone will be at least $300-400.
Why exactly is a normal consumer system with dual channel ram not enough? You will still have room for 4 ram sticks, but i will recommend only buying the amount of RAM you need as a dual stick kit.

By 4 channel ram I think you mean 4 memory slots.
The only way to answer your question is to know what processor your going to use for the build!!!!!!!!
