That's why I was saying you can't get them for that price. If you already have an FX-8350 & just need a new motherboard, it's going to be much cheaper than buying a brand-new system. That particular one apparently works well for OC purposes, plus it supports 2-way SLI & CrossFire. That means pretty much any existing hardware should work just fine with it, & at worst you're only looking at reinstalling Windows.
Which I guess brings up the question, though, of how much you plan to reuse from your system. Although RAM isn't that expensive, if you're going to go with an Intel build it doesn't make sense to get a DDR3 build, so you'd need new RAM. Still doable with the $400 budget, especially based on other factors:
-- Since you're not going to OC right now, you don't need a "K" chip from Intel. Not only are they cheaper, you don't need to buy a cooler (not standard on the "K" chips). If you want the option to OC later, you'll want a Z170 board; otherwise, you might be able to save a little there.
-- Unless you're going to be streaming while gaming, or doing a lot of video editing, you'll only need a Core i5 chip, which will be cheaper than a Core i7. Also, you won't need more than 8GB of RAM.
-- SLI/CrossFire support can be nice, but not necessarily important. If you want it, I wouldn't worry about anything more than 2-way SLI/CrossFire support. I've noticed, however, that it seems like fewer boards support SLI than support CrossFire.
