Question What on earth is wrong with my PC?

I have been trying to figure out what is wrong with my pc and still cant figure it out. I have been using an i3 530 for a while, then not to long ago I went to an i5 2400 and got no more fps than what I was using my i3. I watch all these bench marks online and they are getting alot better fps than me, such as CSGO I recently reinstalled it and played it again and I only get 40 to 50 fps (when I was using an i5 3470 and GT 1030 I was getting 100-150 fps) and on the bench marks on youtube they are getting 150 or so fps. can anyone give me any information on why my pc is doing this!

my specs
i5 2400
GA-H61M-S1
RX 580 4gb
8gb DDR3 4x2 1333mhz
550w coolermaster psu
250gb Kingston ssd
1tb wd

What im playing cs at
900p
low
40-50 fps

When I got my new motherboard and cpu I reinstalled windows and installed new drivers for my gpu and motherboard. I have also checked the bios for anything and cant find any power saving options that are on.

monitor connect to the gpu?
how full is the ssd?
cpu/gpu temp and usage during the ame?
ram/ssd/hdd usage?
ram running at dual channel?
My monitor is connected to the gpu
SSD is around 50% used
For temps the GPU is at 40 and the CPU is at 50 (after 30 mins of playing)
RAM is running dual channel
