My Pc:
Stock CPU Cooler
CPU:Ryzen 7 2700x
GPU:RTX 2080 8GB
RAM:HyperX 1x8GB 2400Mhz

Okay so I'm currently gaming on a Full HD 60Hz monitor. And I've been looking to upgrade to a 4K Monitor.

Im not sure if I should first get a better cooler and more RAM for my PC or if I should buy the monitor.
As is my PC is not running very hot but it can get pretty loud sometimes.

What do you guys think ?

Yea a 2x8gb ram kit would be your best bet at the moment. That single channel memory plus rocking that setup with only 8gb of ram is iffy. Once you make the switch to 16 GB dual channel you'll see somewhat of a difference. I just got a 16GB 2x8 3200MHZ for 68 bucks recently. Corsair Vengeance LPX is what i personally got for my gtx 1660/r5 2600
