What part to be upgraded? Please help.

OK, so a week ago, a bought my first desktop pc, before I had an laptop you know, so I obviously wanted to upgrade, so I can get into gaming.

Well, this pc I got was on a very good price, used before, so that's why.

It's an full tower pc, custom built first in 2011, and upgraded latest in 2014.

I can get pretty solid fps in most games, but when it comes to games such as Saints Row The Third, I get 30-50(+) fps, mostly around the 40 one. On medium graphics. I tought I was going to get better performance from a older games like that, but I overestimated my pc I guess. Also I have to play on 720p, which doesn't bother me alot, but you know, 1080p would of course be much more nicer.

It's still enjoyable, but I'd really want to get those graphics, and that performance.

Well, cpu wise you can't really do much better, without getting a new motherboard as well. PSU is questionable, and that GPU is not longer getting driver support, from AMD. A GTX 950 would be a pretty decent upgrade, and uses far less power, so that would put less stress on that power supply.

Also, I'm on a max 200 euro budget.

Ram should be 2x4 gb and 2x2 gb. All ram slots are used. At least the 4 gb ones are HyperX.

The PSU is a 600 watt Xilence XP600.

Well depends on what I'm getting, of course. If it's a video card (which I'm thinking of getting), it's probably just one.

But I could get a CPU and a PSU for probably 200 euros too.

I'm sure you understand.
