I’m putting a gtx 750 ti into my hp pavilion p6754y computer and I need to know if I should get another power supply! Current power supply is 250watts (appreciate any help)

The power supply looks like an old one, with the majority of the power on the 5v rail. It is only rated for 114W on the 12v rail, and because of the 60-75w power draw of the 750ti, I ccannot suggest you get it. At most, get a gt 1030.

You should be fine with your current power supply as long as it's a 750ti , that doesn't need a 6 pin , very few do.
Correct me if I'm wrong, but I'm under the impression that both the CPU and GPU draw largely from the 12v rail. If the 12v rail is between 9.5 and 12A (depending on what 250W bestec PSU model it is), and the TDP (not a perfect measure but good enough) of the CPU (95W) and GPU (60-75W), is far above ~130W that the 12v rail is able to put out.
Yep, it would be safe to upgrade the power supply. As you have mentioned above, it's pretty old as it seems. As for now, it's enough but it would be great if you upgrade it
