What PSU do I need? Is my GPU broken?

I have an AMD Radeon R9 270X gpu and I plugged it into an old pc. The gpu has 2 ports on top to add pci express, I added one from my old pc power supply and the fan was spinning but no image on screen. I tried a lot of ways trust me. Could the problem be that I didn't have two pci express cords plugged into the gpu? DO I have to get a semi modular or modular system? I want to get this exact PSU: Power Man Active V2.2 450W power supply. But it only has one pci express connector. Can it work? Or was my old pc just old? Why was there no input on my monitors? I tried both and every cord (hdmi,vga and dvi). I have built a working PC before. Never dealt with pci though.

Does not have any of the parts I am looking for, not even the right gpu. Mine is AMD r9 270x and they dont even have it. They don't even have my PSU.
 


The PCIe connectors are not optional. You have to use them to power the GPU. If the PSU you want to use does not have the proper cabling then it is not made to do the job and you need a better PSU.
 
Solution
You must connect both ports with a PCIE slot power cable. If your old PC only has one cable, try to find some molex adapters (the 4 pin ones) which most PSUs provide as backup. Then see if you can find a molex to PCIE power adapter cable and use that for now until you get an upgrade
 


Adapters are not a good idea and with a poor quality power supply such as the OP has it's an even worse idea to recommend.
