My specs:
CPU: i7 2600
RAM: 4x4 Crucial Ballistix Sport DDR3 1600mhz
GPU: Gainward GTX 970 Phantom
1x SSD 240GB
1x2TB HDD
Corsair AIO Water Cooler
Noctua CPU Cooler
3x 120mm case fans

Is a 450w gold rated psu enough for these specs? and maybe I will overclock

450w is enough if its a good quality unit, but a little on the low side.

Most sources including Nvidia recommend a 500w. Your 450w is cutting it close but should work alright since it is a pretty good model, however, I would not recommend any overclocking.

i would say at least 550 w and even a 600 w if you decide to had parts and overclock
