What PSU would be best

My parents are assisting me with this build financially(only $200) and there computer guy who i believe is reputable and trustworthy says I need a 750w psu or my gpu will burn out in 3 months or so. Highly unlikely I believe. My parts are only using 273w and to have a psu 3x extra wattage seems awful for power consumption. I really don't know what to do because the guy that told me to go for the 750 psu is helping me build my pc

Is there a high quality 500w out there that will work and overexceed or is he right and should i go with the 750

The 960 draws 138w at the most, there is absolutely zero need for that large of a psu. 500w is plenty.

Even if you didnt have enough wattage, it wont "burn out" a gpu. It just wont stay running at high loads.
