What RAM is compatible with my motherboard? ECS h110m-c3d

It is listed that ddr3l 1600 240 pin RAM is compatible, I would just like to know if higher MHz like 1866 or 2133 are supported, so long as I stay in the 1.35V range

Hm. An H110 board that uses DDR3L.. didn't know those existed.

Anyhow, the board is listed at 1600MHz for RAM. I'm sure it would go lower, but not higher, as these more 'budget' boards don't OC. Also, just in case you weren't aware (which you might be), H110 boards support only Skylake CPUs from the box. So, any Pentium 4th/i3/5/7 7th gen will not work unless the BIOS is updated. :)
