Solution
The second one is a little faster, it is up to you on price performance.
Cas is when the full number is shown the number of clock ticks that it takes for that memory to perform 1 memory operation.

9-9-9-24 is for the most part the whole number.

1 number is looking it up, 1 is turning on that section of memory, 1 is reading, and so on.

So the above example takes 51 clock ticks to perform 1 memory operation.

It all depends on if you plan to overclock, if not get 1600, with the lowest CAS rating.

I only buy GSkill as it is as good as Corsair, and cheaper.

The only 2 brands of SSD that have been dependable all along are Intel, and Samsung, and Samsung is a better price, than Intel.
Edit
If you are going to overclock, get the fastest you can afford, with the lowest CAS rating you can afford.
Edit
When you get into the faster memory, CAS still matters.

I think he's already got the Sabertooth z87 board which is a good one. OP wants RAM and SSD

which one of these should i choose?

ram: G.Skill RipJaws X (Dual) 2X8gb ddr3 1600 CL10 (F3 12800C10D 16GBXL)
