What ram should i buy?

So i have an offer i could get 2x4gb adata 1600 mhz cl11 or get 12gb 3x4gb kingston but 1333 mhz cl9 which one would be the best? btw same price and also is 1333 mhz cl9 much slower than 1600 cl11 and if so will there be any difference in gaming framerate?

1333 mhz cl9 = 13.5

The 1333 mhz memory is actually faster thanks to the lower latency.
BUT... you'll lose some speed because you're gonna get 3 dimms which is an odd number and will not allow dual channel mode.
But it also depends on your motherboard because some (somewhat rare) motherboards can do triple channel mode.

Your best bet for speed would actually be 2 dimms of kingston 2x4GB = 8GB total (running in dual channel mode)
You wont notice much of difrence in gaming between 1333Mhz and 1600Mhz unless you are using an APU.For games u dont need 12gb yet so 8gb will be fine.Whats the max amout of RAM your MOBO supports if its 32GB i would just buy 1 stick of 8GB so i can fill the other ones with 8GB sticks later on if i need it.
 
Also if you look at the timings 1333mhz at CL 9 is actually lower latency than 1600mhz at CL 11. (1/1333*9 = 0.00675 seconds vs. 1/1600*11 = 0.006875 seconds).

You won't have quite as much total bandwidth but it will be more responsive. Obviously, 1600Mhz CL 9 would be better if that is an option.
