What ryzen chip would the Ryzen 2400g (just as a CPU) be equivalent to?

Also looking on a review of the 2400g it says that this CPU only supports up to 'Eight lanes for PCIe slots' what does this mean and will it have a performance impact on an RTX 2070 (disregarding that the CPU processing power will also bottleneck it in certain titles)?

if you're using a discrete gpu, then the 2400g is not for you. you're better off with a ryzen 5 2600 for the same money. more cores/threads, 20 pcie lanes and not as dependent on fast ram like the apu's are.

no reason to get less for the same money when it is not needed

the only reason to get the 2400G is if you plan to use the graphics core. if you have your own GPU there is no reason to

To answer the question though it's the equivalent of a slightly overclocked ryzen 5 1500x.

Yes, using x8 instead of x16 will definitely cut data throughput a lot (it'll work, but it will be more likely to bottleneck).

should have a small impact but nothing major. it won't choke the card to death or anything like that. i have not seen any benchmarks on pcie lanes recently but wasn't too long ago that a x4 3.0 slot was ample for even the best card (around titan xp maxwell days). i doubt that the last few gen cards have somehow doubled their bandwidth used. not really anything to worry about really.
