What settings can i get on OBS with this internet speed

I need to know what setting i can get on OBS with this internet speed:

Speed of your internet connection is not the whole picture. The speed of your PC plays just as big of a role. It does not matter that the road has a speed limit of 100mph if your car is run down and can only go 35mph.

I know the PC specs play a big role, but i just wanted to know the bitrate i could get

the max bitrate you could get is the upload speed.

You know your upload speed, and it says in the instructions what percentage of that you should use.
