What settings should I run GTA V at?

I recently bought GTA V and I don't know what settings to put on and turn off to get a smooth 60 fps.

My PC Specs:
CPU: AMD FX 6300
GPU: MSI Radeon R9 290 (I have the latest 15.5 beta drivers)
Motherboard: Gigabyte GA-78LMT-USB3 (I don't know if this matters but I was wondering if the slot my gpu was in on my motherboard would affect performance)
RAM: Corsair XMS3 8GB (2x4GB) 1600mhz DDR3
Hard Drive: Seagate 1TB 7200rpm

What settings should I play GTA V on to get 60fps?

Work the MSAA up and down to find a good frame rate for yourself.

Adjusting the field-of-view can also have a big impact on frames.

I've turned down most of the settings to high and I only get 40 fps in the city. Is that supposed to happen on my system?

Disable VSync it will boost your FPS quite alot.
