What should be the ideal temp for i5 3470k ?

Solution
You need better cooling mate , be it case airflow and/or a new CPU cooler.

If you're using the original Intel cooler it's likely to be close to the end of its life anyway.

Your ambient temps are close to 10c then whats considered average room temp (21-22c) so that's inflating temps further.

I'd want idle temps below 40c & load temps max 70c on a sandy/ivy chip.

That should be easily achievable with the right cooling.

What CPU cooler are you currently running ??
Whats your case model & case fan layout ?

What is your average room temperature?. 55deg C is a bit high. What's the CPU % utilisation when the system is idle with no software running?

Depends, is CPU Overclocked. what kind of cooler you are using, Stock or Aftermarket?
for non overclocked CPU (Stock Cooler) 30-40 C on Ideal and for load it goes around 65-70 C. (may very few degree bcuz of environment, cooler, system cleanliness)
for overclocked CPU depends on how much overclocking done on particular CPU.
