Well this comes down with a budget. Obviously, the better choice is to go with Ryzen, but what do you plan on doing? If it's gaming, the 8350 can handle gaming, but don't expect the best results.
My recommendations: If your budget allows it go with a new Ryzen. But this means new DDR4 as well. So you can see that this is more expensive.
If you just want to upgrade the CPU, then go that route.
