If you mean fans vs. passive cooling... well for gaming you are probably better off going with a fan solution.

Without knowing what you plan to do with it, it's difficult to recommend anything.

For a simple HTPC, well some people prefer a silent fan-less card. So long as you are only going to be watching movies on it and not gaming, it will do the job and be nice and quiet.
