Sorry if it seems obvoius but should i buy the fx-8350 or the fx-9590. the 9590 is just a few bucks more on newegg so i thought their must be something i dont know. Thanks in advance

There's a performance boost to be gained, and if you can get one cheap then go for it. But if you are looking for a huge gain then you'll have to do a complete upgrade to Ryzen or 8th Gen intel.
You could also look at getting a used Intel 4690K and a Z97 motherboard which will give you a pretty significant boost over AMD.

wouldn't i need to reinstall windows if i got a new motherboard and also how much of a boost will gain with getting the new fx

Definitely not suitable for 8350, too weak VRM. 8320E eventually for 8 cores or FX 6350 is maximum I would install on it.

what is a good cpu and motherboard that is not too cheap and not too expensive that is good for most games, or if you cant find such a duo then could you recommend the next best thing.

I would go with a ryzen based system. Even the lower end ryzen CPU's with the integrated gpu's have around the same performance as the higher end fx's and around the same price too.
Along with that you would be on am4 which will be upgradable for some time whereas am3+ is pretty much a dead end. Only downside is the upgrade would be around £150-£200 because you have to buy new ram with it too.
Go budget with a R3 1200, sub $100 mobo on B chipset (at least) and some RAM. It will be a phenomenal upgrade to that FX. Later you can flash bios and get whatever AM4 flavor AMD is on by then. The R7 1700 is on sale right at $200 right now....
