What should i buy?

I currently have a I3 7100 Gtx 1060 build.I have accumulated money for an upgrade, but i am unsure of what to buy. I have two options, either get a 144hz monitor or upgrade to i5 8400.
what would be better? I currently have a very cheap monitor. I do get the fps with my 7100 which is why i was thinking the monitor.

To help your decision, if you go to an 8xxx series CPU you'll need a new motherboard as well.

Get the monitor.

With that cpu upgrade, you MIGHT notice SOME difference on a few games/processes/apps.

With a new monitor, EVERYTHING you do will look better, especially considering you have a good graphics card...all that graphics power is going to waste if what you're actually looking at (i.e. the monitor) is crap.

yea exactly what I thought of. The gpu power was getting wasted. Another thing is will the newer games work on my I3?

Yes, absolutely. A very few games out there are CPU bound, most are limited by GPU. You may need to experiment with different graphics options and turn some things down. A 7100 isn't the ideal gaming cpu, but it should do pretty ok for most titles.

there isnt a fixed budget but a good 144hz monitor is what i am looking at. Preferably a benq zowie xl2411 or asus vg248.
I live in india so the prices are quie high here and options are fewer.

You'd probably be better off with the Zowie, I liked my VG248QE however the colors were off for about a week when first using it. This resolved itself with continued usage. Just make sure your card has the correct connections for the monitor.
