[SOLVED] What should i change for optimal performance

Hello, I bought my prebuilt pc in 2014, it has some cheap mobo lga1150, an i7-4770, 8gb ram ddr3, a gtx 560 which got burnt to crisp cause its fans stopped working and a PSU (350W) that exploded and a 500gb hdd (7200rpm). I changed the storage (500gb ssd samsung evo 860, 500gb hdd intellipower), the psu (600W), the gpu twice (first my friend gave me his gtx 760, then I bought an rx 580).

So my question is, what should I do from here on out without upgrading my mobo, cpu and ram all at once (i could upgrade one of these maybe, but i wanna spend as less money as possible) and was the rx 580 a good decision? Cause I could've gone for 1660ti or something as well, i can still refund the rx 580 so lemme know your thoughts on that.

The reason I'm making this thread is because I failed to get exactly what I thought I was gonna get which is 1080p 60hz gaming at max settings with most games (Mordhau and GTA 5 are ones i play mainly), I can do that at somewhat below max settings at said games, which isnt optimal and Idk if its cause of my cpu which is really old, my 8gb ddr3 ram which I could upgrade to 16gb ddr3, or my new rx 580, lemme know your thoughts and opinions as to how you would make any changes to this PC.

Current specs to avoid confusion:
LGA1150 mobo that supports up to 16gb ddr3 ram
8GB DDR3 RAM
Intel i7-4770 3.4/3.9 Ghz
AMD Radeon RX 580 8GB
600W PSU
Default coolers that came with the prebuilt
Samsung EVO 860 500GB SSD
WD AV-GP 500GB intellipower

Edit: I should probably mention I run 2 displays, one is 21" and the other 17" both 1920x1080 LED

I think your CPU is fast enough to go with a GTX 1660 or a GTX 2060....and I think either one should get you 60 fps at 1080p on ultra.

I would change to one of those and go to 16 GB with the RAM.
