Hello can anyone give me any advice what should I change in my PC to be able play newest games on max graphics.. Budget is not huge around 400$ but atleast something.. So what you guys should recommend to change? (courrently experiencing small lags in Battlefield 4 but I wish to upgrade PC so I would be able to play it on good graphics and possibly next Battlefield too)

Max graphics is a bit of a stretch, lets shoot for high settings.

You cannot upgrade the CPU without changing the motherboard so that would be pointless. What you should do is this:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

Memory: GeIL EVO Veloce Series 8GB (2 x 4GB) DDR3-1600 Memory ($68.99 @ Newegg)
Video Card: PNY GeForce GTX 760 2GB Video Card ($236.98 @ B&H)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($59.99 @ NCIX US)
Total: $365.96
(Prices include shipping, taxes, and discounts when available.)
(Generated by PCPartPicker 2013-12-21 11:21 EST-0500)

This will play all current games at high settings and some at max settings.

Your GPU is the "weakest link". You should change that first, and when you'll save more money the CPU and Mobo too.

Here's another option if you want to buy all at the same time:

PCPartPicker part list

CPU: Intel Core i5-4440 3.1GHz Quad-Core Processor ($179.99 @ Amazon)
Motherboard: Asus H87M-E Micro ATX LGA1150 Motherboard ($97.98 @ SuperBiiz)
Video Card: Asus GeForce GTX 660 2GB Video Card ($160.00 @ Newegg)
Total: $437.97
(Prices include shipping, taxes, and discounts when available.)

Not a very good way to go. This is over budget by 37 dollars. Still he will have only 4gb RAM, that GPU WILL NOT max anything and will only run bf4 at a mix of medium and high. Also, his current PSU is definitely not adequate for a modern video card so that must be replaced too. Have a look at what I posted.

1. Radioactive9112 said around 400$
2. How will i5 650 max bf4?
3. Where did you see info about Radioactive9112's PSU?

and finally, my first option in my post was to change the GPU, thus the budget for change of PSU and RAM too. I offered another solution if Radioactive9112 doesn't want to wait to save more money. It's up to him to choose.

His computer is a prebuilt and therefore will NOT have a PSU capable of powering even the weakest of modern cards. this is true because the 5670 isn't even powered by the PSU. It gets power form the board. He NEEDS a new PSU, plain and simple.

An i5 650 will be perfectly fine for modern gaming.

OP, if you buy what Fondalot has posted, it will not work. You will NEED to buy a new PSU for $50+ and even then the gtx660 is not anywhere near as powerful as the gtx760. Your CPU is perfectly fine for modern games.

Thank you guys for answers "Tiny voices" answer seems really good, i might sell my old components after I would buy these 3 so I would get extra money, what would you suggest me to buy after I would have these components and I would have more 150-200$ from old parts.. changing CPU?

You should buy a new motherboard and CPU. an fx-6300 and an am3+ motherboard is about what you could afford. You cannot just change your CPU because that motherboard you have is a dead socket so it must be replaced in order to get a new CPU.

By the way is it normal that BF4 lags on PC which I got right now and on idle CPU usage is around 40% and Ram 45%, when game is launched both are above 90%
