What should I consider upgrading first?

My PC is pretty outdated, so i'm considering an upgrade. Most games drop frames/lag, but the games I play think that putting my graphic settings to high in my current build is recommended. I'm considering adding an 8GB RAM because I think that's the issue. My monitor looks terrible as well. A heap of dead pixels at the bottom and 2 thin lines blocking the screen.

Here are my specs btw:
Intel Celeron G1840 @ 2.80GHz, 4GB ddr3-1600, nVidia GeForce GT 730, Windows 7 64-bit

Motherboard is Biostar H81MHV3 7.x

I think you should consider upgrading your CPU and match with a new Motherboard. Most newer games are CPU intensive and require much efforts in the CPU.
 

It all depends on amount of cash, you're willing to spend.

You could make a pretty decent gaming pc if you upgraded:
cpu to hasswell series i5-4690;
gpu to gtx 1060;
ram to 16GB

PSU probably also would require upgrading.

Is it compatible with the hasswell series i5-4690 skynet said? or can you recommend better yet affordable CPUs?

Oh i'm terribly sorry, I quite forgot the most important part. I currently have a budget of 200 usd but anything cheaper is highly appreciated. I've seen good reviews of the i5-4460 and it's a lot cheaper than the i5-4590 so I might buy that instead. Thanks :)
