What Should I Do- pc build

i have 400 dollars and i want to upgrade my pc but i dont know if i should start my dream build or not im debating between option 1 and 2

(1) my dream build is, i7 4790k, gtx 970, black and red themed pc but im dont know if i should buy the i7 4790k if i do then i wont be able to buy a motherboard or anything until i can get more money to buy more parts

(2) but if i go with an i5 4690k, msi gaming 5 motherboard and 16 gb ram i can have my whole pc done without any problems

600 watt psu
4gb 1066 ram

For 400$ all you can do is get a new CPU + motherboard + ram, since you can't use your old ones. You cant afford a GPU as wlel, so you will have to stick wtih the gtx 750ti.
