Dont put money into your PC for the sake of just putting money into it.
If you are not going to get an SSD drive, then you would better off just saving that money for a newer build latter on in the future.
What about case, OS, HDD, monitor, keyboard/mouse. Do you have any of these?

At your price-point I'd be looking at no GPU to start with and relying on Integrated Graphics.

If your budget is too low, you will end up with a bunch of cheap/old/low-performance parts.

I'd plan a more expensive system and then work out how to get there from here. In particular, to protect your future investment, you NEED a good power-supply. A bad cheap power-supply is capable of destroying your system.
 
There is really nothing to upgrade in your budget.

A better GPU will be over $200 and will require a better powersupply. Ultra is not a great brand for power supplies.

A ivy bridge cpu will give you a whole 10-15% improvment which is not worth the cost.
A motherboard upgradeis not worth it, and if going to put out the money for a new board then you should be getting a haswell board and cpu.

Upgrading to 16gb of ram will not help you in gaming and wont really help you at all unless you do massive overclocking


The only worthwhile upgrade to your pc would be to get an SSD drive and move your windows install to that.

The SSD will help make the system much more responsive and boot faster. It will not help in gameplay though.

120gb is big enough for OS and programs, but if you want to get the 250gb version then go for it. Either way you can use the current hard drive as additoinal storage and backups.

I would get either a Samsung 840 evo SSD or a Crucial m500
