What should i do ?

Hello
Today i found out my GPU is faulty so i'm sending it back tomorrow for a full refund.
Its a Sapphire 7870 2GB OC edition stock

Now i have been reading my AMD Phenom II 965 BE Which is stock is bottle necking my current GPU. Is this true ??
My next question is should i buy a different card by that i mean cheaper and a better CPU cooler so i can OC it with out temp issues ?? Im not fussed over ATI or Nvidia graphics cards.
Im currently using 1366x768 as i only have VGA on my monitor and i don't want to upgrade it does this effect anything ?

It is not bottlenecking.

How do you know the card is faulty? What are your system specs?

One of the two fans doesn't work
Specs:-
AMD Phenom II 965 Black Edition (3.4Ghz)
7870 (Depending if my CPU will bottleneck it)
160Gb HDD (1TB on its way)
650w OCZ PSU
60Hz 22" Monitor
