I'll answer this like, personally what I would do.
Since I am on a budget, Intel and nVidia shouldn't come to mind.

It also depends where you live, in Balkan, it's 25%-150% more expensive than the United States.
I'll go by Balkan standards so u convert them depending where you live.

FX-6300 / 6350 (its pretty much the same thing just factory overclocked)
ASUSs M5A97 R2.0 - If you are looking for even better, only option in the 970 Chipset is the ASUSs 970 Gaming Pro Aura or what ever its called.
8GB HyperX Fury - 1600MHz or 1866MHz its the same thing, ull get a beter boost by getting 12GB than a higher clock.
For the graphics card I would personally go R7, a 360 or 370 depending whatu got money for.
The case would be a midi, LC Power Pro-925B as it comes with a pretty good 600W PSU.
Forget a quality SSD, u can get like 120GB of something cheaper and 1TB of HDD (better go more expensive 5400RPM than a cheaper 7200RPM)
Enough to store the OS, some programs that are important and a ton of files and games.

A 92mm fan for extracting the hot air and an LG Optical drive. (no need for a new heatsink as the top down will cool the CPU better than the tower)
U can pretty much overclock the 6300 to 3.9GHz and get 99.9% of FX 6350.

Monitor, 22" or 24" depending how much u save up to. The most important thing in a build is the motherboard so dont by shy to get the 97 R2.0

Later on upgrade ur PSU to a 80+ Gold.
Personally this would be my option if I was trying to get a bang for the buck. This is around $860 in the Balkans by my estimate, so if u down it to the United States prices, u can get it for like $600 - $650 at most.

Ur first real upgrade should be the CPU, cuz no matter what, gaming, rendering, a CPU should never be a bottleneck, lowering settings wont fix ur fps in this case, meaning ur left with ever downgrading the GPU or upgrading the CPU, and i u just spent a lot on an R9-GTX, ure not gonna have for a CPU, so upgrade visely, this setup should serve you for like 3 years before u must upgrade in order to play. I also counted the cabling, cuz ure gonna need a SATA cable and an HDMI / DP / DVI cable as monitors come with VGA and motherboards come with 2 SATAs, at least in the Balkans.

Bad components don't exist, bad prices do.
