My tuppence worth: Keep the 450w psu, it gives you more space for upgrades, you wont need a high spec cooler unless youre going to overclock your CPU.

Also I would see about getting a slightly better graphics card if possible, this seems to be the weakest part of the build, and for not much more money you will get a much better improvement in graphics.

Solution
Video card is the weak point in that system. If you want to play something like GTA V, the card you selected is going to barely creep along. It seems to want at least 3GB memory, and is pretty demanding on most cards.

I would suggest trying to move up to at least a 750ti if you can. and try to get a video card with at least 2GB memory. Its still not going to be great, but at low settings, you would probably be able to play most games.
