I recently bought a dell optiplex 790 without a graphics card, I have a 350w power supply a intel i7 2600 cpu and 8gs of ram. I want to play most new games on high settings at 60fps. im wondering what i should get, Thanks in advance.
If that's the optiplex 790 I see everywhere, that's a slim design, which complicates things. Your best bet will be a gtx1050ti as those come on slim models and you'll not need to hunt down a different psu to fit that case.
Right now GPU prices are terrible. I would say pick up a second hand GTX 970 for under $200 off of eBay or you could go up to a 980 for $70 more otherwise you could pick up a new 1060 for $250+ atm or if you want to be more budget friendly a 1050ti for around $140.
Depending on what card you get you might also have to upgrade the psu to say 500w

Do i need to upgrade anything else to get 60fps high settings?
At 1080p you will get 60fps ultra on rx 480,580,GTX 970,989,1060. On the 1050to you will get highish at 60 depending on what you are playing. Anything more then a 1060 will probably bottle neck.
