Question What should i upgrade my i7 4790 to?

My current specs are :
GTX 1660ti MSI Ventus OC 6GB
Intel i7-4790 3.6GHz
16GB DDR3 RAM
Windows 10 64-bit
450Watt PSU
SSD 240GB
1TB HDD
But i found out that my CPU is bottlenecked
GPU 60-70% usage while CPU always on 80-100%
So im looking for a budget CPU that could handle my GPU anyone care to help?

Well you would need a new Mobo and RAM for any CPU upgrade.

The cheapest CPU/Mobo upgrade would be a Ryzen 2600 or 2700. You could also go with a Intel motherboard and the i5-9400F (F means it has no integrated graphics) which is a great budget gaming CPU I would wait until the end of the month for AMD to announce their next 3000 Series Ryzen CPUs. It should at the very least put the 2000 series stuff on sale.

I have a OC'd Ryzen 5 2600 on an Asus ROG Strix B450-F with an MSI 1660Ti Armor OC and I love this setup.
I game at 1080p/60 Hz and I get anywhere from 85 to 120+ fps in current games set on Ultra.

But as stated above if you can wait a month or so the Ryzen 2600 through 2700x CPUs may get another price drop.

DDR4 is needed for modern motherboards both AMD and Intel. For good performance, AMD Ryzen's architecture needs fast dual channel ddr4 ram around 3000mhz or 3200.

I agree a 6 core 12 thread 2600x or 6 core 6 thread 9400f should be the minimum for an upgrade. A 2600x performs within a few percent of a 9400f in games.

The 2600x can overclock and is much better for multithreaded workloads since it has 12 threads and SMT (AMDs version of HT)

The 9400f cannot overclock and is worse in multithreaded workloads since it has 6 threads and no HT, however it is slightly faster (2-3% not really noticeable) in games compared to a stock 2600x.
Neither cpu has any form of igpu.

the i5-9400f performs better so should i buy 16gb ddr4 ram, i5-9400f, and a new motherboard? and a new psu?

^ I personally was considering an i7-8700k vs the Ryzen 5 2600 when I built my current rig.
I chose to go with the Ryzen 5 2600 because OC'd it matches (and can even exceed the performance of the Ryzen 5 2600x) and in a year or so if I want to upgrade I can install a 2700 or 2700x on this MB.
If I went with an Intel chip I was worried that I would have to buy a new motherboard to get a similar upgrade.

You should get a better power supply, 450 watts is not really enough for an i7 with a gaming video card, and I would guess since you did not list any brand or model, it's a low quality 450 watt to boot.

What games and settings are you talking about here being bottlenecked? A 4th gen i7 CPU is still pretty fast.

GTAV runs like hell 50% GPU Usage while CPU is constantly on 90%
Battlefield 1 50%GPU Usage, CPU Usage 80%
Basically every game runs with 50-60% GPU Usage with 80-100% CPU Usage but some games i dont mind because i run 200fps on them, but heavy games are limited to 80FPS MAX Ultra because of my CPU which i can get over 120% if i had a good CPU
