[SOLVED] What should I upgrade next for streaming?

I need some advice with what I should upgrade next for streaming. I'm having some trouble with Apex Legends and can only stream at 720p right now.

CPU: Intel I7-7700k
Motherboard: Gigabyte GA-Z270P-D3
Ram: 16gb (x2 8gb)
SSD/HDD: 2 SSDs (250GB, 500GB) No HDD
GPU: NVIDIA GeForce GTX 1050 Ti
PSU: EVGA Supernova 850 GQ 850W - 1 and a half years old.
Chassis: Corsair Graphite Series 760T White Steel ATX Full Tower
OS: Windows 10

I have a budget of 800$ (CAD) and I am from Toronto Canada. Also I want to keep noise as low as possible due to my mic being very close to my case but since i am in a confined space I don't have the luxury to move my case away from the Mic.

I've never really looked into streaming for myself and I'll probably just sit back and watch this thread but I do have a question for whoever can answer.

Wouldn't something like a video capture card be best for streaming as opposed to having to upgrade the CPU and motherboard? As an example, this one does 1080 @60 fps:
