What should i upgrade next?

So i've had this pc for a while but i feel i need to upgrade. While modding skyrim my frames dropped pretty low at some points, and after checking gpu and cpu load while gaming, my gpu hit 100% while cpu never passed 65%.
Specs:
I5 4690k @ 4.3ghz
Hyper 212 Cooler
Sapphire R9 380 nitro
Gigabyte z97 Gaming 3
16gb Kingston HpyerX ram
Corsair CX750M

Is it time to upgrade my gpu, and what would you suggest? Thanks!!
 
If you don't have v-sync on and not limited by the cpu, gpu should always hit 100% usage. If the games you play now are playable personally I would wait for the next generation cards from both AMD and Nvidia, with the new process node we should see some great increase on both performance and power consumption.
 
Like samat said, wait for the newer GPUs to come out and look at upgrading that. But if you really want to get picky, i would replace the Corsair CX750 PSU. Corsairs CX line is very not very good, for me i would replace it with a EVGA G2 series PSU and if you dont have a SSD ( nothing in your specs ) an Intel 730 series 240GB drive. But once again thats just me being picky.
 
Thanks everybody. Forgot to add the ssd in specs, samsung 850 256gb. And Skyrim actually locks V-sync on and gives you no way to disable it, because they use frame rates to run in game time. And since my gpu was hitting 100 with vsync, i figured it wasnt performing well enough, since i was hovering around 45-50fps during basic combat, hunting etc. I probably could wait for pascal or polaris and see how they perform. If nothing else the 980 ti price will drop and ill get that.
 


Yeah im going to eventually. It hasnt really given me issues though so its hard to justify the upgrade on my budget.

Yeah but it messes up the game. Animations and game time are all calculated in relation to framerate. Hence the vsync lock. Which is somewhat annoying as i like freesync better.
 


Yeah i mean when i first got into building it was rated really well everywhere i looked. Amazon had great reviews and so did newegg and outlet pc. I'm sure itll last a while as i dont push it that hard. Max power draw under synthetic cpu and gpu testing was just under 400 watts or so.
