Intel will release their new (8) generation of processors the first week of october, you should wait till then. You could then buy a new Processor Motherboard and RAM. Or you could just upgrade your processor buy buying the i7-4770K or the i7-4790K(probably used on ebay), they have 4 cores 8 threads instead of your i5 4 cores 4 threads.

will the price be ok or should i wait even longer?

I completely agree with upgrading to the 4790. You could sell your 4460 on a site like craigslist after you have the 4790. Having the 4460 in the PC when they come to buy it is preferred. The extra expense of a new motherboard and 16GB of DDR4 RAM isn't justified be the return even if you moved over to the 7700. No need for the K due to your motherboard's inability to fully take advantage of the K. There MIGHT be a reason to move up to the 8700(Oct. 5) but that is yet to be proven. Some boards could accept Skylake and then, with a BIOS update could then accept a Kaby Lake CPU. Longevity has its value.

Will the price go down? Not imo. The current CPU generation may see a price reduction but the Haswell CPUs have been out for so long that the new CPUs won't impact its market or price.

Never did understand why people stopped using these

1060 (even the 3GB version) is approximately twice as fast as your old 950. However, the actual performance gain depends a lot on the specific game you play. Although most games are GPU-bound, some tend to use CPU more.

In fact, your CPU is quite good for gaming - which game(s) are we talking about here?

im playing csgo PUBG and probably gta 5

So is my CPU good enough or ? its not like i don't wanna spend its just whether it is necessary?? i'm just afraid that my cpu couldnt match up with my GPU thats why i couldnt see much performance increased

No, not really. That's why I suggested upgrading to the 4790. I have the 4690K paired with only 8GB RAM and a 970 FTW from EVGA. I get high to ultra settings on most games with a 1920x1080 TV. What will I upgrade next? The 970 in favor of a 1080.

so 4790 or the 8th gen? which is more worth? will it last btw? sorry im a noob bout these

How inexpensive can you find the 4790? I can find it in my area for $250 and I can take it for a test ride. Worth it? Imo it is.

There haven't been the necessary reviews from business and consumers. With there be any bugs? Will they allow multiple generations on one board? Will the performance boost be enough to justify a $100 investment in a board, $200+ on the CPU and another $100+ for 16GB of RAM. We don't have any answers to definitively answer those questions. That imo makes the 4790 the best solution. Should you have any doubts at all, wait a month and see what happens.

I can only find it at $500 SGD? idk how much is it in your country. but if i get new motherboard and the 7600 it is just 200 more. so.. you get what i mean? its kinda tough to decide. and i dont know whats the price of the 8th gen too thats why

You also need to buy Memory RAM, the i7 7600 uses DDR4 RAM instead of the DDR3(currently in your system)

i7 6700K
i7 7700K

oh... totally forgotten about that. but how is the 4970 against the 7600? is it a big difference or its around the same? would the difference matter?

Comparing the i7 7700k with the i7 4790K, The 7700K is on average 13% faster.

Solution

is i7 important or i5 is ok too?

The i7 is more future proof. Comparing the i7 with the i5, the i7 has 4 cores and 8 threads vs the i5 4 cores 4 threads. That means the i7 has 8 logical cores vs the i5 4 logical cores.
