My pc specs are as follows
Core i3 8300 (es version) 3.7 ghz no turbo
Gtx 1060 6gb
16gb ddr4 2400 ram
The reason for upgrading is that I’m maxing out at 120 FPS in fortnite on all epic settings, and I was thinking what should I upgrade next to get at least 40-60 FPS more and still have things running in the background

you could upgrade a cpu and put i5 8th Gen inside. GPU is ok and than there wouldnt' be any bottleneck between cpu and gpu.
16 gb ram is also ok.
Do you have more than 60Hz (144Hz?) monitor or you just want more fps and even if you can't actually see them (60Hz LCD)?

Also, when I open the task manager, it shows %99 gpu with the settings I showed above, same thing with the cpu, so shouldn’t I buy a cpu and a gpu?

Make sure you have a SSD, if not you should consider buying one.

a ryzen would be a good upgrade path for you if you want to do stuff in the background while gaming (due to much more cores 6c/12t for an r5 2600) but if you want to stick with intel for some reason you can do an i5 8500 or an i5 8600, and if your motherboard can support it maybe an i7 8700 (non-k).

If you don't know do the next,

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
