Question What should I upgrade next?

My current system has a 3900x and 2080 super but looking to pass one of these on to my brother for his system (he has a B550 board along with a Ryzen 3100 but an old Radeon R9 270X )as I can afford one upgrade next year for my own.

My choices I am looking at are one of the new AMD 5900X with a PCIE 4.0 1TB NVME or a new graphics card either the 3080 or the new ones from AMD depending on their performance and price.

I can maybe do another upgrade in 2022 or 2023 and I do know the performance of the 5900x is something like 15% to 20% greater than my current one but from what I have read the new 3080s are hitting some bottlenecks even with current top end Intel CPUs for gaming.

Do you think the 5900X will be much better than the 3900X?
From what I've seen the 5900X certainly won't be better than a 3950X.
I would not pre-choose ANY hardware. I'd wait till they were released, were available and had prices and had reviews.

Budget about 800 which would allow for the CPU and a 1TB 4.0 PCIe NVME drive for my system which might be a good option once Microsoft releases DirectStorage.
Now if it does not look like that will be the best option I could go with the video card itself and pass the 2080 to my brother as that would be a huge upgrade for him as his card is very out of date.
As for when I fully intend to wait probably until December or January because AMD has yet to unveil its next generation of cards which I may very well choose should their price be better than what Nvidia cards sale for.
