I'm looking to upgrade my PC in the coming 3-5 weeks for new games such as Cyberpunk 2077. Only what components do i need the biggest upgrades for?

My Specs:
OS: Windows 10 Pro 64-bit
Motherboard: MSI X370 SLI PLUS
GPU: AORUS RX 580 8 GB
CPU: Ryzen 7 1700
RAM: Corsair Vengeance 16 GB 3000MHz (2x8GB)
PSU: Raidmax Thunder V2 735 80 Plus Bronze (RX-735AP)
HDD: Toshiba DT01ACA100 1 TB
SSD: Samsung 860 EVO 500GB

Personally, I am planning on upgrading my power supply and SSD next week since they have both been acting up recently. I also want to buy a new GPU, preferably the new RTX 3070 or 3080 coming out in a couple of weeks as well as the RTX 2000 series, but I'm unsure if I'll have a bottleneck for just 1080p gaming on high/ultra.

Lastly, my budget is around $1000 if all goes well at work.

First thing you definitely should upgrade is that terrible quality power supply. Raidmax are junk quality, and quite dangerous to your other components. It may be the root cause of the problems you are mentioning.

The RTX 3070, and 3080, would be severely bottlenecked, by your CPU, at 1080p. Upgrading to 1440p, would help alleviate some of that, and 4k would probably nearly eliminate it. Not sure you have the budget for 4k, though. Best all around CPU, that should work in your board, after a bios update, would be an R7 3700x, but keep in mind 4th gen is coming soon, though that will require a new motherboard, and preferably faster ram.

Alright, but speaking about power supplies, I'm thinking about buying an Apevia ATX-PR800W Gold. How would that be? Or rather what else might be a solid PSU to buy?

Apevia is even worse than Raidmax. This would be a great, Seasonic built, option.

How would a Corsair RM850x do? I heard it's also a really good option as well. Also onto GPU's, depending on what is said on the 3070, how would that or a 2070 do with my current system?

That is a very good PSU, indeed. Your current CPU, unless you plan on stepping up to a higher resolution, will not be enough to properly feed either. Upgrading to a 3rd gen chip, like a 3600 or 3700x, would help quite a bit. 4th gen, which would require a new motherboard, and preferably faster ram, should be even better.

I see, i'll probably just try to get my hands on the 3070 since there's no telling to how fast it may be sold out and then I'll wait the week after to get a Ryzen 7 3700X. Eventually though, I'll get to upgrading my motherboard for the new 4th gen.
