I just want a good graphics card, that will work good with no problems for sometime (2 years atleast).
I got 2 great offers for the Sapphire 7950(Dual x) and the Sapphire 290(reference) from my local shop.
Sapphire 7950(Dual x) for 140$
Sapphire 290(reference) for 238$

I heared the 290 is a beast, but is a bit noisy and hot, which is something I don't necessarily want when I live in a hot country.
So should or shouldnt I add those extra 100$ and get the 290.

Solution
If you live in a hot country don't get the R9 290, they are hot and noisy enough at temperate temperatures (20-22C), I dread to think what it'll sound like in a tropical or sub tropical climate during summer.
The HD7950 is several years old now and starting to show its age, it can run most games high, or even max settings and stay above the magic 30FPS but you will need to trim things back a little for very demanding titles to keep things running smoothly. The main problem is Anti Aliasing, an option you should turn down or off.
Both of those cards DEMAND a good quality power supply, do not use Molex/PCI-E adaptors if the current unit lacks the required PCI-E leads, you are asking for trouble and, possibly, a blown system.
