What should I upgrade to for gaming?

So recently new games such as BFV and COD 4 have been released and I played both games but my fps was always below 70fps. All my in game settings are set to low / off and I was wondering what upgrade I should do to my computer that would help me run these games at 100+ consistent fps.

Specs:

monitor - Acer xf240h (144hz)
GPU - GTX 1060 6GB
CPU - i5 4460s 2.9GHz
Motherboard - HP
RAM - 8G DDR3
HDD - 2TB

Also, am I able to upgrade on a budget of £350-£400. If not, still recommend upgrades please.

I have the same GPU as you and I get 100 fps on medium settings on Blackout.

That CPU is already bottlenecking the GPU here so if you upgrade to a 1070 or hogher, you might be wasting money here until you can get a better CPU.

The problem with changing the CPU is that you'll also need a new Mobo and RAM.

I would ideally suggest something like this:
